Instructions:

  1. In a mixing bowl, combine the wheat starch, tapioca starch, and salt. Gradually add boiling water while stirring with a fork or chopsticks until a dough forms.
  2. Add vegetable oil to the dough and knead it until smooth. Cover the dough with a damp cloth and let it rest for 30 minutes.
  3. In another bowl, combine the shrimp, ginger, garlic, sugar, sesame oil, soy sauce, cornstarch, bamboo shoots, and green onions. Mix well to create the filling.
  4. Divide the dough into small portions and roll each portion into a ball. On a lightly floured surface, flatten each ball into a thin circle, about 3 inches in diameter.
  5. Place a spoonful of the shrimp filling in the center of each dough circle. Fold the dough in half to enclose the filling and pinch the edges together to seal. Pleat the edges to create a decorative pattern if desired. Repeat this process until all the dough and filling are used.
  6. Prepare a steamer by lining it with parchment paper or cabbage leaves to prevent sticking. Arrange the dumplings in the steamer, leaving space between them to allow for expansion.
  7. Bring water to a boil in a wok or large pot and place the steamer on top. Steam the dumplings for about 8-10 minutes, or until the wrappers turn translucent and the filling is cooked through.
  8. Carefully remove the steamer from the heat and transfer the dumplings to a serving plate. Garnish with fresh cilantro leaves if desired.
  9. Serve the shrimp dumplings hot with soy sauce, chili sauce, or vinegar for dipping.
